The CONTU guidelines were developed to help define the allowable amounts for periodical copying. The CONTU guidelines are not law, nor are they part of the Copyright Act. The receiving library typically reports and pays for copyright permission, unless the lending library is providing the material as part of a fee-based service. Libraries conducting both ILL and paid document delivery services should make an effort to keep the two practices separate.
